I don't remember if that model had HPD, but probably not based on the cart running full speed as soon as the solenoid clicks.

Check the wires on the controller, specially the purple wire connected to B-, if it is loose, the cart will have a full speed signal all the time.

Check the wires on micro-switch #3 as well to make sure nothing is loose.

With the key switch OFF and the FNR in Forward, pull the wires OFF terminals #2 and #3 on the Controller (green and yellow wires) and measure the resistance on those 2 wires from pedal UP to pedal down.

With the meter set to 20kΩ, You should get a reading from around 5kΩ (pedal up) to near 0Ω at pedal down.
