I also agree with the rotating the plate method. I've have to do it hundreds of times.

If those through bolts that run top plate to bottom plate were to be loosened, then turn the plates just a little to bring the cable bracket part just a little tighter in toward the center of the cart, then the bolts retightened, it would open up a little space there at the wheels. I've always looked at it as twisting those upper and lower plates till the through bolts are as tight as possible to the spring stack. If there's a noticeable gap there, the plates aren't turned in tight enough.

I guess I misunderstood you....I will check the U-Bolts To make sure they are tight against the spring stack...Thanks
