Default 1998 g16 primary clutch belt tension question

See attached picture. I'm thinking my primary clutch belt is not coming up high enough on the clutch. I'm getting some slipping of the belt on really steep hills. I have more than an inch of play on the belt. Tightened it with a strap pulling it tight with the belt on. Should I remove belt move engine forward then tighten and then put the belt on?

I'm thinking the belt should go higher on the primary, so belt is too loose.

What do you think?

Cart is lifted with 22"tires.

New Vegas carts motor clutch and belt, secondary is all new except for outer sheave, set at b2,which I plan on changing to b3 while I'm in there. Would b2 setting cause this?
