Default Help speeding up temporarily. TG98 (model and year)

So I have been given this cart for the week. It's to slow! And it's not Mine. You do the math!!! Bahhahahahahahaah

I'm not looking to melt the motor and I have to undo what I do before I give it back. Last years cart I too from painfully slow to 23mph with a cresent wrench. Unfortunately this years cart is different.
Am I correct that rotating the shaft (blue arrow) will set the speed a tad higher? Which way to rotate? Or will zip ties do what I want?

TIA,

Why I don't loan anything of mine. If they don't have one there is a good reason.

Totally agree.....if you have it for only a week and it NOT yours, why chance causing $$$$$ damage? I don't know if anyone is willing to give you the answer you want for that reason alone. Also why I am very skeptical on lending out to anyone these days.....only gotta burn me once.
