Default Club Car DS Drum Brake Backing Plate Removal

Hi all,
I am redoing my brakes on my club car ds 1999 model.
I want to remove the drum and the backing plate.
There is a plate preventing me from removing the backing plate. The plate with the wheel nut bolts in.
It seems to go straight into the axle tube.
Don't know if it is a spline fit?
Does it need a special tool for removal.
Please help.

The piece with the lug bolts on it is the axle. There is a C clip just inside the axle tube that keeps the axle and bearing from coming out. 90º snap ring pliers are needed to remove the clip
