Exclamation ds gas dies after about 10 min

I can run my cart for about 10 minutes and it dies.tries to start in f/r but wont. I lift the seat and set it to run in neutral and it starts. I noticed if I hold the throttle all the way open the engine surges. it has a new s/g and voltage reg. although im not sure if the vr is hooked up right. the old one only had 2 wires. red and yellow. the new one has red, yellow, and 2 black. one black I grounded to the frame the other one has a flat female connector and im not sure where its suppose to be connected to. its a 1996 cc ds fe 290. thanks
