2009 EZGO No travel solenoid clicks

I have this 2009 EZGO TXT, Curtis controller. It will not travel, solenoid clicks. Troubleshooting and find that the white wire at the controller to ignition switch has no voltage unless you select forward or reverse and then it gets battery voltage. The white and yellow wire also from the switch to the controller never gets battery voltage. I was going to jump it out but didn't want to blow the controller. It is PDS System.

Did more testing on this cart. Found J1 pin2 has 1.14v on it in neutral. Also J1 pin 8 has 1.3v o it with key off.
Tested system and found 1.3v on both small solenoid posts with key off. Removed yellow wire, voltage present at post, none on wire. Removed blue wire and no voltage on solenoid. Blue wire still has 1.3v. Unplugged connector J1. Voltage from controller on J1 pin6 1.3 volts. Suspect controller bad.

I have the 2008 Pds and had almost the same issue. Followed the same line of troubleshooting. Replaced the controller and that fixed the issue.
Got the Alltrax 400 amp so I cand do som updates at a later date. Like upgrade to 48 volts and Lithium battery pack.

I've been leaning toward the controller because everything else is working correctly.
