Default Top speed surges for a bit

Just got my 48v cart out of storage and going through everything and found as you go on an initial drive and open it up it tends to hesitate and surge trying to reach top end, no surging at low or mid throttle just when it’s to the wood. But 30 seconds or so into the ride it seams fine after several attempts to reach top speed. It’s a 2011 6 8volt system and battery’s are good. It kinda acts like it needs to warm up.....

Is the tach sensor on the motor plugged in?

If the sensor on the passenger side of the motor is the tach sensor than yes it is plugged in. It seemed like it the plug wouldn’t click, so I blew it out and added a little dielectric grease and plugged it back in and got the plug to click. Checked the leads on the motor and the battery. Reached up to the module that is way up by the seat area and all seamed ok there as well.

Correct, and has a 20mph speed chip in it.
Tire size is 22x10-12

I checked this morning and tow switch on RUN when u push the Cart clicks on when it’s pushed and clicks off when it stops
