Not even getting close to that. It really acts as if it's getting too much gas.

A mechanic said to pull of the muffler and see if it increased power.
Pulling it off didn't improve anything.

He also suggested to spray some carb cleaner near the inside of the clutch to see if that seal was leaking. He said if it's leaking the RPM's will raise.
I sprayed but no extra RPM's.

Back to the carburator...
Any other Suggestions? Thoughts?

Jeggers, How does your choke work without the spring on it? And I guess you just removed the governor. I should have. Easier to put everything back together without it. I also have another spring that goes from the engine to (I think) the throttle arm. I guess both springs just help keep tension on it in either direction.

The choke works fine the cable is realy stiff, the cart was in peices when I bought it. the gov was already diconected and the carb was off. I figured out a way for all of it to work and went for it.

Milker:

I once heard a guy say he had trouble flooding the motor while running all the time. He had also rebuilt the carb. Turns out they had installed the float upside down. Just an idea to check out.

I noticed your pictures of the Carb. Is that the original return spring? Mine has a different type return spring.
