98 Trouble

Wow its been a long time since I ve asked for help, but I know I came to the right place. Thanks everyone for helping with my previous problems!

My 98 gasser seems to to hit the top end of the rev limiter at 4600 rpm in the winter or cold days and cut out, But when it warms up it works just fine.

I tightened the governor up in the winter right up to when she would cut out and then backed it off alittle. It kept doing when I backed it all the way off to the factory setting. Decided I would mess with again in the spring.

Wife drove it most of this week and said it would act up on the 40degree mornings, but in the afternoon at 70degrees it would run like a top.

Any suggestions would be great, Thanks!
