97 club car ds 48 volt
So I’ve tried testing the Curtis 1204-410 controller placing probes on b- and m- and as soon I touch probes I get voltage of 53.4 and when I press pedal and solenoid clicks my reading jumps to 54.2. Checked # 3 yellow wire on controller for throttle response and it’s at 0.00 before pressing pedal and jumps to 7.63 when pedal is pressed. It is possible that my controller needs replacing and if it does which controller can I replace with.

Your M- to B- voltages confirm the Solenoid is good and being properly activated, the FNR is properly wired and the the motor windings are good.
Your throttle voltage reading indicates the throttle is working correctly, I am assuming that reading was taken with the yellow wire disconnected from Controller Terminal #3 as it is high. That means the Controller is not working and needs to be replaced. I would look at the Alltrax SR series for replacement as it gives you the most user customization and flexibility.
