Default Medalist series no controller output

Needing some advice, I'm working on a 95 medalist cart series type,no tow maint switch only has M- b+ and b- on controller.
I've gone through the trouble shooting steps up to the controller output and everything seems to be in spec, but when I do M- and b+ with key on I get zero volts then pedal depressed I still get zero volts.
And with orange reverse wire disconnected still zero
With key on and in neutral I get 37 volts
Unless I am overlooking something I am assuming this means controller is bad any guidance is much appreciated thanks

Yes it does.ive gone thru the steps everything seems to be in spec but won't hurt to try it again
I have 37.6 on batt side of solenoid and
36.8 on controller side
With jumper wire I have 37.5 on red wire
I have 14.2 on black wire
With pedal depressed on white wire I have .45 up to 1.6
But nothing coming out of controller

Remove the solenoid resistor for testing. Wait 5 minutes. What is the voltage on the controller between B- and B+ when the solenoid clicks?
What is the voltage between B- and pin #4 when the solenoid clicks?

You might need to put the jumper away. One wrong connection can cause more trouble. From the info you so far it appears the ITS and micro switch is working. Just to double check make sure you are getting voltage measure from B- and B+ terminals on the controller when the solenoid clicks. You should measure nearly full B+ and it should increase slightly to battery voltage you measured on the battery side of the solenoid. Make sure you take measures to protect the cart from sudden movement. Jack stands on the rear of cart to keep real wheels off the pavement.

thanks for helping. I don't like jumpers at all on electric carts but that's what the book stated so I did it exactly like it says thankfully no fireworks. I know how easy it is to blow controllers etc. yeah I've got full power at controller
I've only worked on pds carts so I'm not familiar too familiar with these

So power to the control now put your leads on B- and M- and see full pack voltage just as the solenoid clicks..... then press the pedal down and see the voltage drop to near 0..... no drop? Check the ITS signal
