197? Club Car Caroche Brake problem

Well my car runs fine but the brakes are giving me grief..

I just put in a new Master Cylinder (order online) my old cylinder was bad and wouldn't return when pushed in.
Brake lines all look good and no signs of leaks..
New one is installed so easy brake bleeding right? nope.. for whatever reason I can push the E-brake and it will set however the brakes don't seem to ever tighten up when pumping them the shaft only travels 1/2 inch to pump the cylinder and it looks like that is working correctly although I expected more travel on the pedal.
I am bleeding them as i would a car 10 to 20 pumps,hold,release the bleeder, tighten bleeder and release the brake and repeat until tight however they only tighten up a few inches and nottight enough to set the brakes .
the brakes look like they open a little bit when i pump them after bleeding for what seemed an eternity but never got air? just fluid?
Bottom bolt on the master cylinder was put in before starting project.

Any ideas on where i may be going wrong on this ??

did you bench bleed the master before putting it in? i,m not sure about a cart but any time i have changed a master i always bench bleed it 1st......................

That is where I would start also if it was not done. Only other thing I could is maybe some rust has broken loose in the line and has it partially blocked. How is the flow coming out of the blender screw?

I never did 10-20 pumps before pressing the pedal,
perhaps you are frothing the air making it hard to
move down the line?

So maybe I should start all over then, open the ports and remove the Master cylinder and bench bleed it.
How do i do this?
should i only pump the brake a few times rather than the 10/20 times i have been pumping them?
Thanks for the reply's I am open to anything even considered installing the new update brakes they have but it seems these should be fixable.

you need to have a fitting and a tube you can screw into where the brk line would screw in at you put the tube in the resivoir ( same place you fill with fluid ) and while your slowly pushing the piston in you watch for air bubbles ( end of tube has to be submerged in fluid ) you do this 1/2 dozen times or so......as for your regular line bleeding have you tried just gravity bleeding? just open up fitting and leaving it go until you get a good steady drip......gravity bleeding works about 95 % of the time however have never tried it on a cart..................................
