1998 EZ-GO won't operate

I am trying to fix this electric H298 Ezgo golf cart. I have good batteries, a rebuilt controller, new solenoid, all my micro-switches continuity test OK. The solenoid will not even click. I don't know if this is revelant, but it was giving off two short beeps when I connected the batteries, but now it won't do anything. All my wiring as far as I can tell seems to be in good condition. Any Ideas is appreciated!

Does it have a Run/Tow switch on the controller ? If so, you did turn it to Tow before working on batteries right ?
