yeah that fan can be the issue......sorry i didn,t understand you.....thats your v-glide and if its not working proper than yes it can effect speed.............theres a moveable arm in there that rides across a set of shoes and everytime it contacts the next shoe in the set it should speed up so you,ll have to take a few of the batteries out to open it up and take a look at it.......................................
