Jumper the relay in the charger.
The charger should now turn on when it is plugged into AC power.

Disconnect for AC power, plug into cart and reconnect to AC power.
What does the ammeter read?
What does the battery pack voltage read?
Is pack voltage climbing?

OK,I have jumped the relay and charger is putting charge in batteries like it should.
I just can not understand why the relay(s) do not function automatically.
Plural relays meaning none of the additional chargers I have tried click when DC is plugged in.

The reason why the relays in the multiple chargers do not function automatically is simply because their control boards are not sensing the battery pack voltage.

All the chargers function normally on other carts.
With a charger's relay bypassed, the charger charges the cart's batteries.
If those two statements are true, all possible causes, except one, are eliminated.

That possibility being that the Auxiliary contact in the plug is not making good electrical contact with the outside of the negative radsok in the cart's charge receptacle.

Disconnect the Black cable from the charge receptacle to the battery pack.
Remove the top cover on the charge receptacle.
Clean the outside surface of the negative radsok (item circle in attached picture), with fine grit sandpaper or a dry Scotch-Brite pad until it looks like the one in the picture, or cleaner.

Be sure to thoroughly clean the area where the Auxiliary contact in the plug actually touched the negative radsok!!!!!

Take note that the charger will not shut off with the relay jumpered. Additionally I'm concerned that it may not provide the proper algorithm without battery pack input. So be very careful charging this way.
