Default Series Cart Has Voltage everywhere, will not run

I have a NON PDS 36 Volt Series Cart that I have gone through the Diagnostic Steps for High AMP circuit found at this link

With accelerator pressed, I get full battery voltage (37.5 Volts on currently) at all checkpoints (S1, S2, A1, A2, A, C, B, D, terminals of F/r switch, B+ terminal on controller, both sides of solenoid). However, cart does not run.

Prior to this, it had been running intermittently, Last time it ran 10 minutes before it quit.

Voltage does not drop when accelerator pedal is pressed. I have replaced Solenoid with new one.

with the key on.....when you push on the "gas" does the solenoid "CLICK"?

Yes, Solenoid Clicks and voltages jumps up from 35 to 37.2 (think because of the resistor installed).

Could this be an issue where the bushes inside the motor are not making good contact?

Ok, just put power direct to the motor, motor runs. Solenoid is new and clicks. I guessing this leaves FR switch, controller and Throttle as possibilities.
