Default 2004 ez go txt 36 v will not go

2004 ez go txt 36 v will not go , it had set up a few years after the F&R burned out , I recently purchased a new F&R and selinoid , replaced some cables and put good batteries in it , i wired it all up , depressed accelerator, the selinoid clicked and voltage was going through to controller , controller model 1206 3 the plug on controller O 37.4 v R 37.4 Blk 14.54 W 0001 , I replaced the throttle sensor hoping to get .5 v from W wire , it did not , the F&R checked out , i ohm the motor A1 to A2 and S1 to S2 all right also all 4 to frame checked good , when I depress the accelerator I'm getting 37.6 v to all 4 , shouldn't it be moving ? Please help ! Thank You

never check ground to frame-NOTHING should ever be grounded to frame...
all golf cart wiring should be in an isolated loop to batteries-or so i have been told....

I wouldn't ever check ground to frame that don't even make sense , I did check A2 A1 S1 and s 2 to ground
