Default 09 RXV no start, starter kicks but won't turn over engine

I have a 2009 RXV fleet gas cart, purchased new. Over the past few years I have noticed that when pressing the gas pedal down to start the cart I would have to lift and press repeatedly to get the engine to actually start, I would get like a whine sound and the starter would only kick but not turn the motor. This has worsened over time and a replacement clinoid maybe helped a tad, and a new battery but it has gotten so bad the cart won’t start. Took the starter/generator and had it tested, found within specs.
I was thinking a ground problem or Accelerator Pedal Molex Switch. Any impute?

Usually when there is a wine sound it's the starter pulley slipping on belt make sure the starter generator belt is snug

Yep, my son-in-law caught it but I didn't. I was always standing on the drivers side of the cart when I was inspecting and it was hard to see the pulley moving, but he caught it right away. New belt has been ordered! Thanks
