After a long day of testing and replacing almost every part on the cart I think I figured it out.
If I turn the key on and press the gas pedal and barely move the cart forward or backwards to car tries to take off but it's sputtering like there's a bad connection inside the motor |

Have you tried testing the motor on 12-18v? That’s always the first thing I do.

If it has the same symptoms in the above test, it may be bad brushes and/or dirty commutator.
Never test a motor outside the cart, as there is only one bearing in the motor. The other bearing is in the tranny. Test with cart on jack stands. |
