One battery cannot be dead when the others have a charge unless it is a bad battery to begin with. Your cables tie them together to give you the 48 volts you need so take that batter back where you got it from as it has shorted out internally.

If you check the entire pack voltage it is probably nothing or extremely low based on that particular battery not passing current through it.
