Default 36v western golf cart, new batteries but moves very slow - no power

Hi guys,


a the title says I have a mid to late 80's western 36v cart with new batters fully charged , but it moves very slowly and has very little power.

is there any simple stuff common issues that would cause this? what should I check first?

thanks in advance for any input

*also if anyone has a wiring diagram that would be great.
