EZGO briggs and stratton 23hp decreased power

I have a EZGO ST with a briggs and stratton v twin 23 hp engine. It started running a little worse and after several attempts at cleaning the carb I ended up with a brand new one. when in neutral the engine runs great and get up to full RPMs. As soon as I'm in gear (or have the rear tires on the ground) the engine seems to bog down. On a previous UTV I had, this was the variator and I ended up replacing the rollers. It looks like on this cart I have to just replace the main drive clutch. Does this sound like this could be the problem? I just dont want to throw money at expensive parts if it could be something else.
