Default Club car creeps

I'm still puzzled. 1990 club car ds resistor cart. Strong batteries. Good v glide and cables. Good connection. Motor gets 37.5 to 38v. I ran cont testbetween a1 and 2 and also s1 an2. Good. No crossover. Any suggestions before I buy a new motor? Thanks.
