Default g16 surging

My Yamaha g16 is surging -Carb has been replaced fuel pump replaced. I noticed the throttle butterfly is 25% open at rest. Is this normal ? Any engine i have every worked on has the throttle butterfly closed at rest
If so it appears to not being adjustable at the carb to close it! Any ideas?
The cart runs pretty good at higher speeds The service manual i downloaded show carbs adjustments that do not pertain to my cart so i am guessing the manual is for a different model

Check your carb throttle linkage and governor setup.

First make sure that you accelerator pedal is coming completely back.
Your car should have two throttle cables. A long one from the accelerator pedal to the governor arm. Then a shorter one from the governor arm to the carb. Either cable may be hanging up or be adjusted to the point that your carb is not completely closing.
