I would stop trying to be fast, there is always going to be someone around the corner, just a little bit faster! It all comes down to "Speed costs money, how fast do you want to go!"

I might be wrong, but those tires don't look like the best ones for tooling down the highway at 40mph. Not a lot of tread in contact with the pavement.
