Default I wanna go fast (er)!

I purcased a car that I am told spent its life since 2001 on the grass. I am using it to commute to work (1 mile one way) I went passed a radar in my neighborhood, it clocked me at a blistering 13 mph. What are the steps and how much will each cost to make this car really wild, and fast?

Any help is appreciated, I have turned a few wrenches but I may not be a real mechanic. I don't know if I need a new motor, or gears or both.

A few stats: 6 batteries (48 volt?), aftermarket lights and blinkers.

What else do you want to know?
