Yes because the 'float' does not float up to close up the needle valve, so carb overflows and probably fills cyclinder with gas too

here are a few pics of the float upside down and right side up.Can you tell if the float is to high or to low.I shook the float and no fuel inside

I don't have specific info on that carb, but generally, with the carb held upside down the float should be paralell to the bowl mounting surface. Carefully remove the pin holding the float and needle on and clean the gas passages with spray carb cleaner; there is usually trash keeping the needle valve from shuttiing off gas flow..You do have an inline filter before the carb, right?

Looking again, I think it could not open because of the angle. It looks like the float was removed and the needle valve was not installed in the slot on the float properly. WYT?

You can buy a new carb on ebay for about $20, I did, but scared to install it after reading somewhere that either the screws come out or the bufferfly breaks causeing a busted piston, so it just sits in the box in my shop.
It has Kein markings but im sure it is a china clone..
