Default 2pg no power

I am working on 87 ezgo 2pg. Engine was rebuilt a year ago has new clutches. Has a dayco drive belt just bought. The cart has 120 psi fuel is premixed. The cart has no power it barely runs up a hill. Carburetor has been cleaned new air filter and plug. Fuel pump has a steady stream. Uncooked muffler made no difference also tried open the breather. Clutches are working correctly. Has a decent blue spark. I did find out the voltage regulator is going bad. Checked volts it was 14.4 while cart was at top speed. After 30 minutes or so voltage started spiking to 17.5 volts. Any suggestion on why this cart won't run right or pull a hill. I tried searching but couldn't find any more things to try.

Take the belt off and push it. See if the brakes are dragging.

While the belt is off, squeeze the plates together on the secondary clutch. If you can move them by hand at an angle, it is worn out. Nevermind. I see it is new.

Did you do the seals when you rebuilt the engine? If so did you loctie them in and stake in 3 places? Is your timing way off? Have you ever changed the gear oil in the rear end? Is the engine sitting correctly in the cart so you get the right gear ratio on the CVT setup? Just a bunch of total guesses.

Seals are new. Checked for leaks by spraying wd40 around everything. It never changed the rpms. As far as I can the engine is bolted in there correctly. Not sure on the timing I didn't build this one.

Just checked for leaks with smoke. Only place smoke was leaking was at the base of the fuel pump. I put the hose from carb in a bottle at first had a good stream then nothing but a little dribble once in awhile

Just rechecked clutches drive clutches had no play and spring has good resistance. The secondary clutch has about 1/8 of movement now. It's only a year old.
