Where should I hook this wire up to

I found out my problem was that when I hooked up my new lester summit charger I hooked up the wires the same as with the old delta charger,so the charger worked but now the cart was not running. The red/white wire on J1,pin4 was not getting voltage.I connected it directly to positive to get full voltage and all worked fine. I have to give this wire full voltage so where should I hook it to. Directly to battery or to somewhere else for full voltage.
