Ok, you have pretty much done everything that you can do. How about a new pressure gauge? My motor has a pressure switch that has never been hooked up so I don't know what reading you can should be getting. You can do one of two things..... Either run it and keep an eye on the oil to see if metal shows up or call Mike with Mikes motor toys. Call and ask him if he's aware of what the pressure should be. BTW is the oil filter new?

The issue on my oil pump was the pump cover it had slight swirling on it from the pump gear. Other than that cover had no imperfections to the eye replaceD pump cover fixed the problem instantly the only thing that it could be is the cover was not making a good seal

Is the the check valve a ball bearing or cylinder if cylinder it could be sticking in the boar have seen that happen check for wear in the boar as far as losing the prime there could be a scratch or mark in the seat or plunger seen that in harley pumps you can braze a old ball or plunger on a bolt and use fine laping compound to fix the seat
