put new cylinder,piston / rings,seals and engine still back fires through muffler

Are the flames coming through the muffler, or can you see them with the muffler off? it is normal to see backfiring through the exhaust when the muffler is removed on 2 stroke carts.

the muffler is still on,haven't seen any flames ,but has alot of popping through the muffler
