cart cutting out at low speeds

I have a 06 cc president at low speeds with very little pedal it wants to cut out and backfire. where should i start any ideas would be great

I have a 06 that does the same thing. I change sparkplug cleaned air filter put seafoam in gas but has not helped. It will cut out and backfire. If you choke it then it will start running again. It seems to be running rich u can smell gas. I need to find out how to adjust the carb i think.

Any help would be great.
