Default Too much fuel to engine

I have a 2002 txt. After starting up it will run fine. Once I brake and then try to start up again it won't budge. I disconnect the gas line, give it some gas and in about 2 minuets it will start up again. I then reconnect the gas line and have the same issue. I was wondering if this sounds like a carb problem or something else. Thanks!
