one thing is if you have to keep the chock on to run it it is likely the seals .. choke gives it the gas and the air is coming from around the crank seals, kinda like another uncontrollable carb.

Make sure your choke is working properly and closing enough. Hard starting usually means not enough choke if it runs fine when it warms up.

Mine was the same way, hard to start, Keep choke on to make it run.. I just changed both seals, & now it goes like a scared rabbit, easy starting, & no choke to run..
