Default G1 accelerator problems (keeps idling)

Just to got a g1 that has governor bypassed. When I bought it the secondary clutch wasnt attached. Put it back together today to drive for first time and it runs good but doesn't stop when I let off accelerator. Every golf cart I've ever driven when u let off accelerator pedal the motor revs down and quits running. This one keeps idling which keeps the clutch engaged and keeps cart moving. The brakes are not currently working so it made for a wild ride. The governor is bypassed so not sure if this has something to do withdrawal it. Does anyone have any ideas how I could fix this?

Might check the "stop switch" at the accelerator pedal. If it's not closeing, it will stay running. Also, on the passangersideinner rear fender, check to see if the "black/white" wire from the harness into the CDI box is conected, that can cause it to idle too.

Thanks for info im going to check these things out. How would I test stop switch? Can I check continuity through it with a meter? Any other suggestions?
