Nice score Dowg! Your off to a very good start! I would lead off with a maint. program on the car. Probably won't need much, then just drive it a week or so while you gather parts and ideas! Clean it up so its plesent to work on and have fun with the project!!

Don't think it will change the seat on a Yamaha, I made my own rear seat tho.
Take the clutch cover off the primary clutch, and check the rollers, the ones on this 22 I'm doing, they were just starting to get flat spots. Catch it early so you don't wear out the bushings in the sheave. If there ok, at least lube them with some dry chain lube. Then, if you arent using Plowmans or somebodys torque spring in the secondary. At least get a concierge spring from Yamaha and the spacer! Huge difference!! Can't wait ta see the stainless!! Enjoy! I *told* you there would be varying opinions down the line.. Looks like you got a nice cart there.. Welcome to the madness, I drive my cart and run my dog every morning and night, without fail, rain or shine..except during bad storms and vacation time. It is one of the best parts of my day.. dowg, I have 20" tires on this one, gov. nut up tight. and I'm guessing about 22 ta 24 MPH. Havent GPS't it!
