EZGO TXT will not move

I have a 36 vlt txt. It has been charging in my backyard. I have a vlt meter on it and it says 41 volts. When I step on the gas the volt meter drops to 32 volts, surges a little, tries to move and I can hear it trying to move but it does not. What could be wrong?

bad batteries or high current cable connection. If connections are clean and tight. Bad Battery (ies)

Thanks. That's what I am afraid of. I guess I will be testing batteries tomorrow.
