If your batteries are ok, and the voltage is high enough, then your female receptacle or the wires have an issue. Check inside to make sure nothing is melted. Check the wires going from the receptacle to the battery. You should also unscrew the cover on the receptacle to make sure the wires are ok inside of it.

cart receptacle

Clean Connections & batt terminals , loose or bad cables
Loosen the nuts, wiggle the cables, look for corrosion, clean, tighten nuts

Check individual battery volts, one bad batt can stop charge

AC plug in ok

Charger works on a different cart and your pack voltage is above ~30V, so the problem is that the voltage from the battery pack in your cart is not getting the the control board in the your charger to energize the relay.

First, check the voltage between the radsoks (female terminals) in the charger port.

If it isn't the same as the pack voltage measured at the main battery terminals, fix the two wires and/or fuse connecting the radsoks to the main battery terminals.

If it is the same, clean the outside of the negative radsok (one closest to center of cart) and clean/adjust the auxiliary terminal in the charger's D-plug.

Note: the charger does not have to be plugged into AC outlet to hear the relay in the charger click, indicating the charger is sensin the cart's battery pack.
