Default 98 TXT Brake pedal Question

Talking about the brake pedal "pivot" and shoulder bolt...
In the teardown of my 98 TXT project, I've hit a snag at trying to get this out !!

I have soaked it in numerous "penetrating" and rust release products, applied a judicial amount of heat, and a generous amount of BFH.

I have managed to get the pedal to move now, but it is still very stiff to more the pedal so I need to get the bolt out and clean or replace.
Every bolt I find from suppliers is "up to 1994"..

I hesitate to go "all out" with cutting off the head and an air hammer until I know what's inside the pivot and obtaining a replacement.

Any ideas ????

I have in the past taken the nut off and put an impact gun on the bolt while tapping on the thread end. Usually once it starts spinning it will come out.

I am going nuts with this as well I can’t get it out I am about to cut the nut off and bang out. It is literally the last thing I have to fix. I regret not doing it prior to building the cart back up but figure it just needed adjustment. I was able to budge the nut back a bit but now the pedal stays stuck worse at the down position. I ordered a spring and bolt but seems the bolt is too short therefore I didn’t bother to cut it off.
