yes more than a normal differential 1/16 or more turn before anything moves ..no rust and the splines show no wear

I'd bet a barrel of monkeys that's the problem because there should be very little lash in the gears. With "normal" gear wear there should be the tiniest amount of slack that you can feel if you quickly rock the input back and forth but it should barely move. Almost as soon as you start turning the input shaft, you should see the axles or wheels start to turn.

If you have to turn it that far to feel the other gears moving there is excessive wear in the transmission. It could be bad bearings on the input shaft or intermediate shaft, but I'm thinking it probably has significant wear on the gears themselves. Good thing is this is a very common transmission, so they're relatively easy to find used.
The next step from here would be to pull the axle out of the cart and strip it down to the center chunk, then open up the case to check the gear teeth for wear.
