Default club car top speed

So bought a new cart today. I was told it has an aro speed controller chip. I was told it would get about 21 mph. Well i used my very accurate gps handheld unit and best i can get is 15.7. Even radar thing by our neighborhood school shot me at 15. So is 15 a stock speed?

Start off by telling us the year and the first half of the serial number of your cart that will help....

Should be just under the passenger cup holder....

You have a LOT of extra weight added to this cart with the rear seat, brush guard, basket etc... All these things will slow a cart down too....

Help me Steve I dont know what that means. New to golf carts but kids wanted one. I just have a feeling they didnt install the power chip like they said they were going to and i need it faster.

I just googled and I see a lot of references to "ITP / ARO speed controller chip" with exactly the same wording "Programmed 21+ MPH"....

If those tires are 21 inches, the default controller should be getting up to 17mph on regular speed code 3.

If that chip works, it is the first I ever heard of for an Excel controller.

Maybe someone else has installed one, I could not find any information on the actual device other than a lot of ads saying it is included with their carts.

Yeah probably the same folks i bought from. Im not going to call them out on some crappy work ive noticed... yet. Ill give them a chance to fix what they rightly should fix. And wheels are 23". Even worse i guess.
