Default Brakes on Marathon soft

Loaned my cart out to a guy who beat on it pretty bad I think... It had great brakes on it and I adjusted them up nice. I get it back after he bragged about racing it around and the brakes have very little bite and the pedal is long. How do I get the drums off to see the shoes. I have no idea how old the shoes are. It's an 89 Marathon gas.

PS- The cable under the pedal is fully adjusted up... nothing left to tension.

I don't know if the 89 is like my 87, but the cable is not the place to adjust. Pull the dust cover off the adjustment screw on the back of the drum, and with a 7mm wrench turn the screw counter clockwise (while facing the drum), until it will not turn. It's like a cam, you will fell it click over each notch. Don't force it when it gets tight! Stop turning when you can't easily turn it to the next notch.

The 87 brakes were manual adjust and had the 7mm adjustment. I think the 89 were self adjust and have the star wheel. Also the actuating lever is on top of the axle. Does that sound like what you have?
