I tightened the same adjustment until the carb just about started to move. Starts nice and the motor purrs. She pulls out gently and runs up nicely. But it still hits a top end of 16.4 Just as it did before I adjusted it???

the good news is your throttle is now adjusted correctly, and your governor appears to be working as it should. The bad news, evidently, is that your governor is working as it should, which is holding you to 16.4mph (which is as fast as the 4-strokes are designed to go from the factory) - the 4-stroke governors are a bit different than the 2-stroke ones (which I'm familiar with) so hopefully someone can jump in for the rest of the fix, otherwise do a search for "ezgo governor" and I'm sure you'll find a few threads on how to adjust or bypass yours.
