Unhappy EZ GO 4 stroke ehc 29 295 cc 9 hp engine

saga continues.. wont start unless chocked every time!
has:
new coil
fuel pump
new carb.
new plugs
valvs adjusted .004 cold
all fuel lines checked and pulse line all ok
fuel volume output ok so is pressure.
one side of the coil doesnt not spark at the plug
tests done::
using a secondary ignition scope.. have no firing KV one one cylinder
other cylinder has spark averaging 7- 20 KV
checked the AC signal of the pulse coil. Result was 1 -3 AC volts with a good looking AC pattern and as speed increased so did Freq.
OHMed the coil at 29 ohms. cant find a spec. but since the AC signal looks good I would assume that should be OK?
checked the other end of the pulse coil wires as they travel back to the Igniter and the AC signal is the same so the wires are good!
how can the igniter fire one cylinder ok but the other cylinder has no spark.
theres one pulse coil so I assumed the plugs are fired at the same time on both cylinders?
puzzled.!!
cant find descriptions or component explanations on this ignition anywhere.
its still a basic system fired buy the input from the pulse coil
if the signal to the igniter is good then the igniter does the rest?
is the coil fired indivdually for each cylinder?
only have spark on one cylinder the only part that hasnt been replaced is the igniter.
compression on both cylinders is 154 PSI both. perfect.
whats left?

sounds like a bad spark plug wire,,, both should fire every time together.

Test
unhook the spark plug wire that is sparking,,,,,make sure it not grounded
do you still have no spark on the other?

Have you checked the timing belt and timing marks?

Primary reading on the coil should be 4 ohms or less,with the wires removed from the lv terminals. There also should be very high or infinite reading between primary side to high voltage side. If your reading 29 ohms, yor coil is not drawing enough current to fire two spark plugs. That coil will not work with your ignitor.

I'm not sure about the test you have ran but if it runs when you choke it then i assume the ignition system is still ok. check the fuel hose for any cracks i have seen multiple carts only start up with a choke and die out soon after or even when choked loosing vaccum in your fuel supply. maybe not but maybe so :\

have new coil with wires
new plugs
all fuel lines good
new fuel pmp.
new carb.
valves adjusted .004 cold
measured the pulse coil resistance at 29 ohms
checked the pulse coil signal at pulse connector and @n the other end @ the input side of the ignitor. 1-3 volts AC was show with a good sine.
a test light at the neg terminal of the coil flashes on and off while cranking and the + side has BATT. voltage when the key is on
It wont start un les you use the choke then it run seemingly ok
but when stopped unless its chocked its difficult to start.. it hisses and some times sounds like it back fires alittle.
at first i checked the firing KV with my ignition scope. Snap-on MT 2500 lab scope. I had firing KV from 7-23KV on one wire but couldnt get anything on the other.
removing the plugs and grounding them to the exh. man. then cranking the engine you can see spark on both plugs?? but only one registers any firing KV on my scope.. puzzling.

only thing left is to verify timing I guess.
