I only have to choke it to start it or sometimes to keep it running at low rpm

So here is the latest. I got the fuel pump working, got the carb cleaned and adjusted, checked the boot the carb sits in, made a gasket for between the reeds and boot and another for the reeds to the engine, changed the fuel and vacuum lines, tightened up the throttle linkage, and just now disconnected the butterfly or gate on the exhaust side. The cart still needs choking to start but ran a little better and I have some throttle control. But when I disabled the exhaust gate it ran ten times smoother. Does anyone know why? Is it ok to run this way? I did not lock it open or closed. How can I get it to start
And stay running without the choke? Thanks

Ok, I just checked the compression and surprisingly it was 110. I checked it several times and made sure it was warmed up first. Maybe unrelated and maybe from the degreaser I used but while I was warming it up I saw a few puffs of white smoke come from near the carb inlet. Could be from the gaskets I made? Where to go now?
Sorry to have two threads going but I thought they were unrelated issues.
