Slow Turf 2 carryall

I work for a marina and we have a Turf2 Carryall. I'm not sure what year it is but we've had it for a while. It is very slow to start and often makes a screeching sound when the accelerator is pressed before starting. The cart also runs very slow, only about 10mph on a good day but usually about 5 or 6. The only way to get it to move it all is to press all the way down on the accelorator. I can't really give a whole lot of other information since I don't know much about golf carts but any help would be appreciated.
