Default DS slow and rapid battery drain

My 2004.5 DS with 2010 trojan t860s and a PQ Bandit is running a top speed of 15 (when is used to run 21-22) and the battery meter is dropping quickly after a full charge. No lights to cause drain. No strange noises. No smells. Checked batteries with an analog voltmeter and all are showing just over 8 volts 24 hrs after a full charge. Suggestions as to what could be causing this and/or what to check next? Thanks
