If I put in Neutral and rev it smokes a little puff and stinks the place up of gas fumes

Gas fumes sounds like it is running rich. Make sure the choke is closing fully and the air cleaner/filter is fresh and clean. If all this is OK, your carb float valve may need adjusting.

Or it may just be oil in the exhaust burning off.

I get a big puff of Greyish white smoke if I rev the gas and it sits for 5 minutes or so only sometimes though but the smoke goes away and I’m left with a gas type smell everything is new oem I mean the oil level is at the top of the f I’m not sure if that is considered over full ? It’s all stock cart and I stuffed about 6 ft of rope with it a bottom of stroke and turned engine clutch until tight the valves didn’t move turned backwards a tiny bit when done and pulled it out valves didn’t move at all I had a 50 ft roll and didn’t cut it but measured 6ft that was in hole

Okay guys could be wrong but .. I’m at work now... but don’t recall seeing this spring on the governor I think the other line to the throttle I remember seeing but the spring cable I think is completely missing could this cause an issue ?

I've used the rope trick when replacing broken valve springs on cars several times. I trust it more than compressed air.
