It should go something like this,
Remove the springs and brushes by removing the motor cover typically with a slotted screw driver

Check the motor brushes are moving freely when disassembling

Check that the spring tension on all the brushes are about equal

Check the face of the brushes- it should be shiny or polished which will indicate good contact. If not replace

Check the brush length. Typical DC motor brushes when new are about .75" long. The less length the less spring tension on the brush.

Ounce brushes are removed shine a flashlight inside and look to see if there is build up on the commutator or in the housing. Use an air line/clean air supply to blow this out. Clean between all the commutator grooves and area for brushes. If the is black residue on the commutator polish with fine sandpaper.

Check for wear grooves on the commutator from the brushes rubbing. Consider replacement if extremely worn or pitted.

I have the same problem. The cart is a 2006 and goes great off the start with a bunch of torque but when going up a hill almost comes to a complet crawl. I have had the batteries checks and the guy said they load tested well but weren't charged. I thought the charger might have a problem so I switched chargers with a friend and still have the same problem. Don't know whether to change the motor or something else.

Air pressure will effect performance. My wife's cart has a slow leaking front tire, when the cart's performance drops off a bit I air up the tire.....

It is subtle but it's there.
